The PhD in Public Policy (PPOL) program provides the advanced graduate training you need to successfully launch yourself into a research or related position in academia, government, a nongovernmental organization, or the private sector. Students will get the training they need to conduct analytical research, help shape and execute policy, and teach the next generation of educators, researchers, and practitioners. The program encourages scholarly research that empowers public policy practitioners like you to make informed decisions and be leaders in their fields.

The Doctoral Programs housed at Harvard Kennedy School are jointly administered with Harvard's Graduate School of Arts and Sciences to prepare you for a future in academia or policymaking that demands advanced knowledge of economics, political science, and social policy.

In addition to submitting your application online, you will also need to send your official test scores, meet course prerequisites, be aware of our in-residence requirements, and provide documents to support your application.

Master's Degree: A master's degree is not required to apply.

GRADUATE RECORD EXAMINATIONS (GRE): Official GRE scores are required with your application and test scores must be issued within the past five years. There is no minimum GRE score requirement. GMAT or LSAT are not accepted.

TOEFL IBT AND IELTS: You must submit your TOEFL Internet-based test (iBT) or IELTS scores with your application if you are an international applicant.

Course Prerequisites and In-Residence Requirements: The university want you to be prepared for the PPOL PhD Program. You will apply to one of the specific tracks (Economics , Judgment and Decision Making, Politics and Institutions, Science, Technology and Policy Studies); each track has specific admissions prerequisites. As a PPOL student, you must be in residence at Harvard for at least three years. Deferrals are made on a case-by-case basis.
